Following months of hype, the 1st June should have been the day that Home Information Packs (Hips) were finally implemented.

But the housing market – which has been gearing up for the introduction of the controversial pack – has been thrown into confusion with the announcement by local government secretary, Ruth Kelly, that the scheme will now be pushed back until August 1st. It’s the second major setback to the government’s plans: the first being the withdrawal of the mandatory requirement for a property survey.
